Multi Agency Public Protection Arrangements (MAPPA)

The main priority of Lancashire Probation Trust is to protect the public.

MAPPA, or multi agency public protection arrangements, are the statutory arrangements for managing sexual and violent offenders.

MAPPA is a mechanism for protecting the public in a coordinated manner and three statutory agencies, known as Responsible Authorities – Police, Probation and Prison Services work together with other agencies to protect the public.

Other agencies have a duty to cooperate with the Responsible Authorities. They are:

  • Local Authority Social Care Services

  • Primary Care Trusts, other NHS Trusts and Strategic Health Authorities

  • Jobcentre Plus

  • Youth Offending Teams

  • Registered Social Landlords which accommodate MAPPA offenders

  • Local Housing Authorities

  • Local Education Authorities

  • Electronic Monitoring Providers

  • United Kingdom Border Agency

The purpose of MAPPA is to reduce the re-offending behaviour of sexual and violent offenders to protect the public, including protecting victims from serious harm. It aims to do this by ensuring that all the agencies work together to:

  • Identify all relevant offenders

  • Complete the comprehensive risk assessments that take advantage of coordinated information sharing across the agencies

  • Devise, implement and review robust Risk Management Plans

  • Focus the available resources in a way which best protects the public from serious harm

The most serious sexual and violent offenders cannot be held in prison indefinitely, therefore by working together we are able to effectively manage these offenders and help prevent the next victim.
